COVER WITH WATER 被水淹 [intransitive, transitive] to cover a place with water, or to become covered with water （被）淹没
Towns and cities all over the country have been flooded.

look, appear, seem
Look is a linking verb in meanings 3 and 4. This type of verb links the subject of the sentence with an adjective or noun:
· It looks windy outside.
· You look beautiful.
· She made him look a fool.
